NO, You can't "refund" a game after you downloaded it because it does not suit your taste.
However you can refund an in dev title within 12 days if you don't like it.
edit: I usually head over to YouTube and watch a few Let's Plays of a game I;m not familiar with before I decide.

You want to refund The Witcher III GotY after 47 minutes of playtime?

No. You are not entitled to a refund. You can ask, and it may be granted. But not liking a game isn't a valid reason for a refund. Caveat emptor.
It does not work like that unfortunately. Here are the rules as far as I know for that

For refunds -

1. Game has not yet been downloaded.
2. Game is not working and can't be fixed to work on said pc.
3. Missing updates or files that complete the game, Like I dealt with last week.
4. Early access games have the ability to be refunded at will I believe, If I am wrong correct me please.

and that is it. Steam allows for refunds much easier due to it being a locked platform but if you abuse it you can lose the ability for refunds, GOG is a different story due to it being DRM Free. Sometimes they will give you a one time refund for something maybe like what you want if you are lucky and nice enough to support. Who knows but Good luck!

From my personal experience:
- If you didnt download game yet, purchased it less than 14 days (sometimes 30 - depends on game) - gag offer refund without questions.
- If anything above doesnt match (especially part about downloading) - you may need serious arguments, in order to get your money back.

Reasons behind that are simple - since gag doesnt feature any sort of drm protection (by itself), people could easily abuse it (buy new game @ download @ refund @ keep installer for uself). Thats why I prefer to use steam versions as demos, when available, lol. Or, atleast, watch letsplays on youtube.

HOWEVER, if game doesnt work on your machine (that match listed requirments. You cant ask a refund if game doesnt work under wine, for example) or have some serious bugs - most likely, you will get your pennies back (after some long discuss)
Just try to get a refund via support. Worst thing that could happen is "no, you can't", or best "done".

I got refunds on 0 reason given and they said not a thing.... except one time, when I bought bunch of hats/pinatas and they tell me like: "sure thing, here's refund, don't buy hats anymore".

I'm sure you're trying to "teach a man to fish" or whatever, but it's usually better to link to actual "horse's mouth" info, rather than Internet hearsay. In this case, the post you quoted from the thread you linked was corrected (by me!) two posts below -- it's 14 days, not 12. (For some reason, it doesn't seem to mention Games In Development at all on the "Money Back Guarantee Policy" page, hence the second link I included. Last I checked, all this info was in the User Agreement, too.)
I am trying to get a refund on a game that contains almost NONE of the pedophilia I was promised, but gog doesn't seem to care.

It's a scam. I'm pretty sure they're in cahoots with LePeureux.

If I had known the caliber of person to whom I was speaking, I would never have dared to presume suggesting that "Here is a link to a Google search I just did" might not be of the utmost help to the person asking a question. I know I would not appreciate such an answer, but that is probably because of my low personal worth and lack of advanced titles. I wouldn't dream of harassing one such as you, and will certainly refrain from questioning your judgement (or, indeed, interacting with you) in the forseeable future.
