I purchased Witcher 3 from sale but next gen keeps crushing can I downgrade the game if I add it to GOG galaxy?

Yes, you should have two ways to revert to the old version:

1. Download the various parts of "Witcher 3 GOTY Classic" which you can find in the Extras section (see attached image) and install the game. This is the last version before the next gen upgrade.

2. Install Galaxy and use the rollback feature to revert back to previous versions of the game. The version you are looking for should be 1.31. Here GOG explain how to use the rollback feature: https://support.gog.com/hc/en-us/articles/4419630535057-The-rollback-feature-reverting-to-a-previous-version-of-the-game?product=gog

You don't even need Galaxy technically. You can download the old version from the "Extras" section on https://www.gog.com/en/account.

I purchased the game from epic game store. Can I do the same thing with linked accounts? I dont want to wait for the download process.

Linking accounts doesn't place that game within your GOG account. You can't download or downgrade what you don't own. Linking in Galaxy is nothing more than an additional shortcut to the Epic version. If you had purchased via Steam, you could revert to the old version via Steam's Beta channel. Not sure how Epic handles these things. There's no documentation either, so it may simply be impossible.
