That's pretty easy. The year that has A Link to the Past and Castlevania 4, the win goes to Japan easily.
But I am not so sure about SimCity here. The SNES version was done by Nintendo, but the game idea is still NA. On the other hand it is this version that introduced me to the city builder genre.

That is a fair point, I moved it down to the multiregional section of the JP list.
