They are bugged alright. And they are not even the only games. Everything released from the Laura Bow games and afterwards sports no reviews. In fact, I'd bet that you won't be able to submit any kind of reviews right now on both old and new releases.
Similarly, changes to a GOGmix won't be reflected on a related game's page (which is also why all the Laura Bow games and everything afterwards have no GOGmixes associated with them).

It's possible to submit but they don't show up. I added a review for Codename: Panzers - Phase One the weekend before last weekend and the page shows my rating but not review. Maybe GOG has review review backlog.
