From some other info posted somewhere there - it seems that the second condition was "bought nothing during the last sale". So if you participated in Winter Sale, now you know the answer.

Although due to an error on our side, even a few people who already own the game received the mailing, despite it being initially intended for people who only own Neverwinter Nights 1. Admittedly that made it look a little dodgy :(
It's good to have this confirmed as the mail seemed quite suspect - is there a special reason as to why it was sent from "newsletter=gog.com@cmail20.com" instead of the usual "newsletter@gog.com"?
