I need more time to find what kind of monitor I have. It's 1980x1080 px.

Problem I'm facing is constant partial blurriness of webpages with lot of text. It doesn't happen in games or at least I don't noticed that.
When searching for some guide, part of webpage was blurry. It happens occasionally in last couple of months.

Just to confirm: Are you connected via HDMI cable? (As opposed to VGA/DVI)

You can also take a screenshot to see if the problem is with the monitor or the actual picture. If it's on the screenshot, it may help if you post it here.

I think I'm connected to DVI, since there was error not connected to DVI or something during monitor installation. It happens occasionally, that blurryness. Will try to take the screenshot.

Did you do the auto-adjust or whatever it may be called in the monitor's settings ever?

It does sound like a problem with the monitor specifically.

Please make sure your cable is attached to the lowest (closest to the motherboard) jacket in case you have more than one. Also, make sure the cables are plugged all the way in and the screws screwed in. You should be able to use your fingers since you are young.

As a side note: Installing another RAM module next to the one you have will improve smoothness in several games. Reason is that then the pc can use both data channels for up to twice the speed. You may see maybe 30% higher slowest frames/second. The modules must then be installed in the correct two slots if there are four.

First of all, I haven't touched auto adjustment since I got monitor and it's attached to lowest jacket - at least one of them. Other one is higher.

thank you for RAM advice. I planned to get another RAM, but haven't got the time nor enough money to justify that.

BeatriceElysia:
That is the first thing you should do, click press or whatever to do the auto-adjust from the monitor's own settings. The pc does not even have to be turned on.
Go to Windows Settings>Scale and Layout>Change the size of text, apps, and other items and change the percentage a few times. I have it on 125% and sometimes text appears blurry. 100% may appear clear but smaller
Sounds like subpixel text rendering (aka ClearType) with the wrong setting?

This was my first thought as well, Windows 10 handle scaling quite good though.

If you can post a screenshot.

It may be this.... but since issue is quite rare, I will mark this as solution.

Did you try opening up the ClearType settings and calibrating it? It's probably just on the wrong setting for your monitor at the moment if this really is the cause of the problem. You can also try turning ClearType off to see if that makes a difference.

Yes, I have. I remember fiddling with it. Must be when it broke.
it has nothing to do with the monitor I'm afraid:

ClearType isn't directly to do with the monitor, but yes what we're seeing in that screenshot is definitely nothing to do with ClearType.

Looks like defunct webpage to me. I see this kind of thing pretty often due to using script blockers. If it happens elsewhere too (random program which got nothing to do with browser, html, etc) then its probably a different reason though.
