Actually, the Fallout 3 problem is a problem with quad core computers rather then with the Windows operating system per se.
And there is a simple fix for it which involves adding a line to the .ini file
Windows 7 gets blamed because most now Windows 7 computer came with a quad core.

purchased the game , tweaked it , download the patched, installed and applied the patch on my windows 7, didnt work, tweaked some more, the game still didnt work.
refunded it.

the hell with the windows xp.

GR00T: Yeah, as noted, it works on Win7 as well. I played it just recently on my Win7 Pro 64 bit rig, installed from my GOTY discs.

only have dual cores on my laptop, nevermind about that , I might purchase it on gog if the game ever release here with the patches that actually works for windows 7

and as earlier stated, you need to disable or circumvent GfWL if you have the disc version.

There is no official patch, but their is a very easy solution which amount to, in notepad, editing one line in the Fallout 3 .ini file, and adding another. It tells the game to ignore more then two cpu cores.
I see that someone posted a line with the solutions.
Operating systems often get the blame when the problem lies elsewhere.

It didn't need those tweaks to run here, although I still applied them anyway just to improve stability.

I needed to edit the F3 INI file, but after that, it ran fine. GOTY version.
But then, computers are weird.....
The multi core problem is very much a known issue with F3, and the INI edit works for a lot people who got a crash when the game was loaded.
Some people actually got it running using the compatibility setting for XP SP3;that setting automatically sets the chosen program to only recognize two CPU's,but apparently the does not always work;hence the necessity for editing the ini file.

3 cores and constant crashing until I had applied the fix whereafter it was stable.

Starmaker: A $600 Dell PC is a perfectly good gaming machine. It may not be powerful, but it's sufficiently modern. The fake problem in the thread and with the cheap bastard from your post is not PC power and wallet girth but outdated tech.

I'm learning programming and teaching programming. We have a guest lecture by a guy who independently invented binary search. He's alive and well. IIRC it was used in some sort of dictionary software for the Apple ][. ffs, Donald Knuth is still alive. Most techological developments we're taking for granted are shockingly recent, AND they continue. WinXP isn't just "old", it's bad. It's twice as old now as 3.1 was then. In 2017, 10 is the best Windows, just be sure to do a clean reinstall.
Well, we agree at least on that people get pissed that their outdated tech isn't the norm. "It worked, why change from it?" Then they'll complain "Well, it works fine except this that and the other, stop programming things to use those functions and it works fine!!"

It doesn't work fine because those bits are far more efficient than the old ways, or there wasn't a way to implement the feature on the old system. My argument about the $600 PC is still valid; people simply refuse to invest the money. Generally it's the same people who bought the $600 computer 8 years ago and don't want to pony up for another machine.

Investment is one thing and there we've got an understanding, but it's not done only throughout this. And there the criticism begins from my point of view: Modern software is far more complex today and instead of having the information and understatement of those functions brought to the people in front of the monitor it's far more worse: The complexity is reduced throughout boundaries and centralized services getting all together for the user. It's wrong simplification and the people think also that some software could be done only with some clicks ahead. If you want the people to invest, they should also have understanding of the value they've got!

That is what I suspected. It's CPU with more then 2 cores that is the main cause of F3 having problems on modern systems.
Of course if you play it with XP on a three or four core system, you would have no problems since XP can only recognize two cores.

Interesting. Maybe I'll try it on my Win10 rig. It's running a core i5 6600K, so four cores. Not sure when I'll get around to it, but if it's anytime soon, I'll update.
