Question- Trying to learn how to do basic animations (like stick figures) and would like to know how to go about it. Currently using Linux Mint so any articles, programs, tutorials that I should read or have?

Pivot is only available for Windows, Wine is required to run it on Linux.  <span class="bold">Stykz</span> is a similar application that offers more features and runs natively on Linux.
The first you need is a pen to draw with. At a time Wacom was the only choice, but now you can use various other brands or use a Surface PC.

I can recommend giving PAP 4.0 Pro a try - it is a free download, and has loads of features - adjustable onion skin and pressure, blue pen for sketching, and a really nice Zoom Menu to quickly zoom, drag and rotate the canvas.

_Slaugh_ recommended Pencil2D, which is quite good too. Nice and simple. I kinda think of it as MS Paint, but with animation in it.

If I understand correctly, you're interested in learning <span class="bold">skeletal animation</span>, often called bone-based animation.  Most of the aforementioned applications will help you to achieve this, with two exceptions:  PAP and Pencil2d are designed for hand-drawn animations.
 
 
Creating a walking animation is a foundation exercise, but it's also one of the most difficult to master as a beginning animator.  Here are some useful links to help you in this task :
