Only a rep of CDPR could tell you for sure but I do not see it going to connect at all or at best several years after release.

Considering that Galaxy 2.0 is aimed to become the game launcher launcher Corsair made an april fools clip about its even less likely they consider that.
Why would you pre-order a game from CDP on Steam where the actual developers get a significantly lower cut than directly on CDP's own store (GOG)?

No, you won't.

GOG would have to be colossal morons to give away their new flagship game to customers of another store. They haven’t done it with The Witcher 3 and they won't do it with Cyberpunk 2077.

Maybe in ~ten years when the longtail is gone they'll offer TW3. But as long as it still moves copies you'll have to buy it on GOG if you want it on GOG.

I don't think anyone not an employee of GOG or CDPR can say with 100% certainty, but it seems extremely unlikely because GOG is trying to compete with Steam, meaning getting people to spend money at GOG.com rather than spending it at Steam, and having GOG Connect or any other mechanism allow people to purchase it at Steam and then get a bonus free copy here on GOG would encourage just about everyone to buy the game at Steam instead, which gives Valve a 30% cut, plus GOG ends up giving bonus copies here and providing all of the benefits that they provide here on GOG including their direct technical support etc. It would be a lose-lose situation across the board.

Secondly, they have not provided free copies of the Witcher 3 here on GOG which were purchased on Steam or any other store to date using any of the 3 mechanisms they've used in the past for allowing people to get games here that they own elsewhere (GOG Connect, Reclaim your game, or the Witcher 1&2 backup option).

When GOG allowed people to get backups of Witcher 1&2 here years ago, they were a much smaller store compared to what they are today and what they have to offer competitively, and it was used as an incentive to get more widely known and recognized by leveraging the first 2 games in the series as a loss in return for increased exposure and gaining interest in the store from gamers primarily Steam based. However when The Witcher 3 launched, they sold more copies of the game here than were sold on Steam due to a very effective marketing plan and all of the massive media attention they got, so they did not need to do the same thing to promote the game nor the GOG store.

They're a bigger and even more successful company now and pretty well known. The media attention that Cyberpunk 2077 is getting right now (trailer currently #2 trending video on YouTube) isn't just getting massive attention for the game, but also pushing GOG.com and the Galaxy platform and I'm sure their marketing on this will be very strong.

There's no really good business justification for them to give free copies of Witcher 3 or Cyberpunk or any other future games they make here for people that decided to buy it elsewhere. It would only stand to harm their business model and encourage people to buy from the competition, at the same time Epic Games new storefront is trying to change the industry to lower profit margins overall by taking a smaller cut of revenue from game sales.

The math on this one is very highly a big "nope" I would have to predict, and I can't say I'd expect anything different unless they're nuts.

The only thing I really care about is multiplayer.
Q: Will Cyberpunk's allow cross-platform players pairing?

Achievements, time played stats and so are similar on both GOG and Steam (You'll still be able to see them, look: Witcher 3).

However, there are disadvantages while ordering game via Steam instead of GOG:
- 30% $$$ less for CDR
- harder support for players provided by CDR (they'll need to dig into Steam Community threads about game instead of official GOG Community Support only)
- less addons while compared to GOG version (example: You'll get Digital Booklet about the game, more Wallpapers, print quality posters, 30% off on Merch Store - but it's not valid anymore)
- DRM free game, 100% sure (however this seems to be valid also on Steam since W3 wasn't DRM protected on Steam, I belive)
And disadvantages GOG over Steam:
- really fast Valve download servers, while GOG may not provide such large bandwidth worldwide (but both platforms support compression while download)
- You can cancel order if played less than 2hrs anytime (Steam refund)
- better multiplayer handling and matchmaking players in multiple supported games

I've preordered game on GOG and still fighting with myself: should I switch to another platform, like Steam, for my friends be able to join multiplayer... because of this I made official request to GOG team, but they don't know yet how the final game will look, so I received no answer to my question.

And I've add +1 to opinion that buying game over Steam WILL NOT add additional copy on GOG account. Imagine problem when player adds another copy to friend account? That's 50% loss of market.
Also, order on Steam can be cancelled anytime even after releasing game as less than 2 hours are played. On GOG You'll need to PROVE that You really cannot run the game on Your PC before game is refunded (of course preorder can be cancelled anytime before final release).

CDPR will get approximately the same cut regardless of store. However, on GOG (a sister company to CDPR under the CDP umbrella) all the money stays in the CDP family.

Incentives to get the GoG version, obviously. The discount codes on CDPR Store merch and for the plate-thingies too.
The prospect of a 100% DRM-free version unfortunately still is not incentive enough these days.
