I feel like a schmuck. I was carrying around 18-21 Living Tools (yeah, I horde them) and it was weighing me down during combat, so I set them down...somewhere...a few days ago when I last played. Now I came to a locked door & *surprise* it tells me I don't have any.

I already found some cheats here but none of them give me Living Tools. Alternately, I could go to a previous save, but then I'd lose some progress. Lastly, I could just go to all the areas I've already been to (thanks auto-map!) and hope I can find them.

But I'd really like to have a way to give myself the Tools through the cheat box, I just feel like it would be so much quicker.
Well, I was lucky enough to find where I hid the Living Tools (from myself, it would seem) pretty quickly. Still, if there's a way to keep me from doing this to myself again one day, I'd like to know.
For all the Geneforge games there are hacks to add in tool dispensers in certain areas. Usually a signpost is given a new script with options to give out money, tools, XP and so on.
In the early geneforge games, where stuff in your inventory slows you down, (i.e. Geneforge 1-3) it's typically a good idea to make a stash somewhere in an easy-to-remember place. Near the entrance to a city with good merchants, for example.

The geneforge travel system renders this relatively little hassle. You can carry around a few living tools, and then when you happen to need more, pop in to the stash-city and back with a few clicks. And regenerate Essence as a bonus.

In later geneforges this is still pretty much essential just because of limited inventory space. Particularly if you like to hoard charms. (And who doesn't? Charms are awesome.)

I might be remembering this wrong but I think you had to be careful where you dropped items to stash them as you could accidently cause town theft triggers if it went horribly wrong when collecting your items. Especially if mixed up with NPC stuff. But it's a good suggestion with that caution in mind.
