Just picked up this game again after not playing it for about 10 years. I remember building/buying soup kitchens back in the day to reduce hostility/win favor, but can't seem to do it in this version. Not sure if I'm forgetting how to do it or if it has been taken out/bugged, but I can not buy one from the original owners, and when I try to buy a bombed out lot to build one on game will not allow it.

I've been able to set them up by buying up some cheap business, closing it and then sending someone to set up the soup kitchen. Haven't tried buying them, though.
