should i take over every block, or only commercial blocks? and how am i supposed to defend a huge territory if i can only have 8 teams maximum?

I usually hit commercial blocks since they bring in more $, but I also will take over other blocks as well. To defend a large territory try to set up choke points, i.e. the river, where you can send a patrol or ambush team.
