There were some cheats for this game back in the day; typing "ILOVEHANSON" while in the Lieutenant Section used to give 50,000 dollars cash in the safe. It seems like these are no longer working.
But if you'd still like to cheat for extra money and hoods, there is a registry edit that still works. You'll need to use the regedit command. On win7 x64 (other versions of windows may be different) open:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Hothouse\Gansters
Change DEFAULT_MONEY to 207101FF to start with 544,000,000 dollars.
Change DEFAULT_HOODS to FF to start with 255 hoods.
You'll need to start a new game, of course. The money and hood sliders will be set to their new values, but if you touch the sliders they will reset to original defaults.
