Having inadvertently dismissed the tutorial early on, I'm finding no way to get it back, even after restarting the campaign.

I'd love to RTFM, but there isn't one.

Any suggestions?

I guess you tried to uninstall and reinstall?
I played Galaxy Squad when it first came out, I don't remember if the tutorial is really interesting, but the mechanics are compressible with a little practice.
