Have they updated the downloadable manual to reflect the new starting stats etc that was implemented for rebalancing with the 2.20 (gog 2.1.0.3) patch? If not, will it be done? And how soon?

No, they haven't. Nor will they most likely. The Community Edition Guide already serves this purpose. It is included with the installer.
