with MacOS 10.15 (Catalina) only 64bit processes are allowed to run.

AFAIK FTL is still 32bit.

Are there any plans to release a new compiled 64bit version for Catalina?

Ask the developers! The game is a bit old now so doubtful but some developers have re-compiled even older games with 64bits.

Are Apple blocking you from installing Linux next to MacOS? Otherwise you could install a Linux distro with multi-arch ( = supports both 64 and 32 bits) next to it for games.

This may be old news by now, but since there was no answer posted here--I can vouch for FTL running on Catalina. Haven't played extensively but it launches and starts a new game without problems.
