This is perfect game for gamepad. You have very limited space to build things. You have quite limited amount of resources, and they are quite big, easy to select.
This is not Age of Empires where unit covers 25x25 pixels in your 1920x1080 screen and you have houndres of them to choose from and map 10 times bigger then one in frostpunk.
The only problematic part I see is building selection as your city grows. But you could solve that by context menues with buildings types under tabs and simple up/down selection.
Normal selection could also work. Check out tropico 5 ps4 gameplay videos. I've played it and It's quite comfortable. And it's far more complicated game then Frostpunk.
People are able to headshot enemies using controller. Selecting buildings in Frostpunk should be a breaze with some auto-aim and filtering.
In addition to that. UI is very console like. Quite big building icons. Simple tech and law trees, with big icons once again.
To be honest, my first impresson was that this game was either console first citizen or something you could also enjoy on your tablet.
