It will be 3 separate DLC's, so $10 per DLC.

This really isn't that out of line with historical norms prior to digital distribution. Back in the day you'd buy something like Diablo 2 for $60, then a year later you'd buy the Lord of Destruction expansion for $40. Even back in the day, some games had multiple expansion packs and the cost of the expansion packs could easily exceed the base game.

Whether it's worth it or not is up to you. If you are buying the Digital Deluxe then you are essentially preordering the DLC's sight unseen. If you're not okay with that, then don't do it. Wait for them to come out and decide whether it's worth it then.
No, ten dollars each for their DLC will probably be pretty reasonable. Who charges less than that anyway?

Not everyone like the last DLC of Frostpunk 1, but the other two were pretty well liked.

Well, the whole idea of a 75€ "Deluxe"-Edition offering early access and lots of useless digital items is a scam IMHO. Yes, it is an approach considered sad standard in the AAA industry meanwhile (Hello, Ubisoft!), but I really didn't expect that from a polish indie studio on GOG. All those early access digital mega hyper editions feel like a major rip-off. Count me out!

I'd agree the digital extras are pretty inconsequential, but most of what you're paying for in the deluxe edition is the first 3 DLC's. It's honestly more like a season pass than anything.

If you're an average gamer who may or may not be buying the DLC's then the deluxe edition is indeed a pretty bad deal. You're locking into all three DLC's for a minor discount and a couple of bonus goodies. However, that doesn't make it a scam. It's just not the product for you, it's intended for the big Frostpunk fans who will be picking up all the DLC's when they release anyways. For those fans who are already committed to buying the full product, even without having seen the DLC's yet, the deluxe edition is just a straight discount and there is no reason not to buy it.

This isn't a scam, these are different products for different people. And the average gamer should be picking the standard edition.

Eh, I didn't pre-order the deluxe edition for any of the extras, just to support a polish indie studio that makes great games.

Preordering digital copies is of little value. The fear of missing out is artificial. Not like there are limited supplies. Game comes out and it might not be something you that you'll enjoy. Why lock yourself into a cost and time sink gamble? You can still support this AA game company when the game comes out after it's been bug tested by paid streamers and other unpaid adventurous people (maybe fools).

Like I said, I don't do that to gain anything (or to alleviate any fears), so it's irrelevant whether there's any real or perceived value in it for me.
I know I've enjoyed their previous titles, I know I liked what they showed of the game during development, so there's no reason not to just buy it and maybe help the devs a little to gap the time until release.
If I really don't like it in the end.. well, so what. So far I never had a bad experience with pre-orders though.
In any case, I think the price is fine as it is. If you're short on money it's best to wait a year or so anyway and buy during a sale. Unless you fear you're missing out, of course.

Your sentiment is exactly what I'm talking about. You said it better than I did. They forgot why I/we don't support Ubisoft. As soon as these companies get big they release the same garbage. They are all the damn same. Early this early that. Basically paying to be a tester. I was in love with the franchise and couldn't wait 2 support the 2nd game. But after seeing what they are doing with all these editions and early nonsense, I decided to pass. Even had a bet with my wife and she lost so she owes me 3 games, told her to raincheck for a better game. She keep making bets with me and loses
