I hear event sound but icon of event won't appear. I try save and restart game but that not help.
I receive negative points because I don't make decision and ignore people.

Sometimes there are event sounds from "arriving people" or "new law possible" without any icon appearing.
Sometimes the event icons are much later than the sound or they appear at a position you just don't have in your view.

But I never had your case after playing all versions and scenarios several times.

It's a bit complicated, it would seem. The deep *thud* sound, together with slowing the game down to SLOW speed, occurs not only when there's a new "Event" (for you to respond to), but also under other circumstances, such as, as bloerg pointed out, when a new batch of survivors arrives.

In the current version, the individual who is bringing the "Event" has to reach the center of the city, but the reason why they have the Event might have occurred too far from it. So you will get the sound, and that's your cue to perhaps zoom out a bit and move your view to the center of the city - the Exclamation Mark symbol should appear there soon after.

Its 100% event with no icon. I receive negative points for "ignoring people" after hour or two in game time. I receive it many times.

Is your game fully updated to the newest version? Did you start a new play through, or are you continuing an existing one from months ago?

Edit: Is there a new task in the bottom-left task list? Could you take a screenshot of the failure announcement?

I play 150h but this bug is new. Start appears 1-2 weeks ago
