District marked in red cant be expanded, despite there beeing 3 tiles available.
District marked in green can, but only if i do it in ascending order of the numbers displayed.
Apparently you can only start putting down district tiles once the remaining "#of tiles to place" < "tiles available in that space".
P.S.
I can't find a proper feedback channel for BUGs but found other reports and responses here. If there is a better/proper channel, plz let me know
