How do you use the Chaff item on your units? I tried clicking on friendly units, pressing every key on the keyboard and nothing happens. I tried using it from range, tried using it while adjacent to the unit I want to use it on... and it doesn't work.

You’re apparently supposed to use them on enemies to lower the targeted unit’s accuracy for a few turns.
