There should be a promotion for those who were foolish enough to buy Freespace 2 on Steam. I did so and am now paying for it. The game won't run. I've tried all the suggested fixes and I'm sure if I kept at it for a few more hours I could get it to work, but instead, I will just buy the GOG version of the game because I know it will work.
After having an open Steam ticket for five days with no response, I am now chalking this up to a learning experience. It was only $5, but Valve has shown that they have absolutely no interest in my problem, despite me giving them hundreds if not thousands of dollars over the years.
I won't buy another game from Valve, and it's a too bad it took me this long to figure this out, because GOG has always treated me right.
Anyway, my idea is that GOG should offer some kind of promotion on the games they sell that don't work on Steam as a way to win people over to their non-platform. The FS2 Steam community page is full of people complaining about this, and Valve hasn't done anything to fix it.
