I started playing Freespace 2, and am on the tutorial, but I can't seem to look around to save my life. Moving my mouse does nothing. My mouse is working fine. Is there something I'm not getting here?

Well FreeSpace was primarily designed with joysticks in mind. Even on a basic joystick you would have a 4-way hat to use for view panning.

That being said, according to the FS2 Reference Card, the Zero key on the numeric keypad is for "Free Look". I assume this is a toggle to enable switching the mouse from ship control to view control.

You have to turn the mouse on in the options room: under options room -> control config there is a setting to turn the mouse control on/off.
