I have a question what is that 20 fish thing the king requesting. I'm at the beginning of the game, and I can't seem to fish, or find any topic on internet that Foundation have fishing built in.

If you have fulfilled previous delivers, you get to level up your settlement in the top middle section. There are three tiers to choose from, for the town, the kingdom and clerical stuff. If you upgrade in the first (left) section, you can build new stuff. The fishermans hut should show up in the buildings menu somehow then... ;)

You have to unlock the fishermens hut first, like prian said, and you need water to place it, so you can't place it in the "hills" map ...
