I'm having an odd issue that seems like a bug. The population of my town has not grown at all but all of sudden I've gotten this warning that 12-16 of my people have no housing available. There hasn't been any loss of housing as far as I can tell. I also have painted a significant expansion to the residential zone but that land has lain fallow for an extensive period of time. New people aren't joining my village presumably because of the "phantom" housing shortage.

You've most likely promoted your villagers too early. Now they want housing at attractive places - the brighter green the better (if you use the area sight).

I solved the problem with a) deconstruction of empty houses, b) building monuments and/or fountains, c) planting trees and bushes.
As RundC mentions you might need to up the desirabilty of the land if you have upgraded to commoner or above.

If you click on the a warning panel (top left menu) and change the drop down from high to low you should see messages that will give more information as to what the villagers require.

Also, bear in mind that villagers need to live close to their workplaces (within one hex distance). They will move automatically but if they can not find housing or housing zones close to their work they will not build or move.
