Everything in the game world constantly flashes in and out of existence. Large chunks of the world appear and disappear, leaving big patches of blue in place of the land. Some building sometimes randomly look like they have other buildings growing out of them, and the whole thing looks a little more like a disco and a little less like a village every time I build more. The video card that I am using is AMD Radeon HD 6800 series. Does anyone know a possible fix for this?

I have no idea. I have a close match but not exact (AMD Radeon HD 7800 Series) and haven't encountered the issue. Might try and find out later if the cause lies somewhere between the versions or if I encounter it i'll be sure to check back in.

Have you updated the graphics card recently to get it up to date?
Besides doing a verify/repair of the game installation, you could try checking your graphics settings. Within the game.

I've encountered similar issues in other games and it's usually some random graphics setting that's off.
It is sounds like it is driver related. Unfortunately AMD stopped supporting the HD6800 series in 2015 and there are some known bugs with the drivers that AMD are not going to fix.

There are 2 drivers available though, a WHQL certified driver and also a beta driver. It would be worth checking them both out with clean installs of the drivers each. You might find one or the other is better. A clean install of the drivers might help anyway if yours are corrupt.
