It has been confirmed that GOG got the 1.41 patch, but on Steam its a different story.

The changelog there lists additional information not mentioned here:

Update: 14/08/2018
* Fixed an issue with Old Power Station that prevented the second secret from being counted
* Vulkan is now dynamically loaded so it's no longer a requirement to have Vulkan installed unless you select it. Fixes support for legacy drivers.

Is this a hotfix that GOG never got, or is this just Nightdive listing additional info about 1.41 that they forgot to mention at first?

The hotfix to version 1.4.1 seems to be missing on GOG. I send a ticket to the support, they're looking at this :)

The hotfix is necessary in order to unlock all levels and get all achievements.

I don't think the hotfix will ever arrive here. GOG should remove the game from the store until Nightdive has finally delivered the missing fixes.
