Is there any way I can enable VSync in the game? whenever there is any high speed movement the picture tears..

Try forcing VSync on from your graphics card's control panel, for ATI or NVidia, just right click on the desktop and you'll find an option to configure your settings, look around in the display or game settings for VSynce and force it on so that it applies for all games. Don't forget to turn it off once done as it may cause issues elsewhere.
