I can't seem to use a dagger as a melee weapon. The character always throws the dagger giving it a one time use until retrieved after battle. Is there a way to use a dagger as a melee weapon rather than ranged attack?

No, Daggers are thrown
weapons.

Check the manual or cluebook for the table on weapon damages.
