Guess this has already been necro'd, so I'll add my 2c.
I played without cheats, exclusively on Realistic (hardest, amusingly named), and the last level was a pain but fun too. Each section required a couple different strategy tries before I hit one that worked.
The lobby fight rewards liberal use of explosives; I used the rocket launcher, the secondary 'nade launcher on the super assault rifle, and the P90 for the couple guys that made it through the gauntlet while I was reloading. Flashbangs might work, but all the pillars make it hard to get enough guys at once. Aim rockets for the floor just past pillars to get maximum effect, but be sure to watch the sides.
No matter how you fight Krieger, you need to take out his escorts in the first second and a half or so - pop out the sides and headshot them with P90 or AR bursts as they charge. Since there's no good cover, the tactic that finally worked for me against Krieger was realizing that he actually *does* stagger -- so if you wait behind the podium and then charge him with high rate-of-fire weapons, then follow up with the shotty, you can take him out quickly without letting him get off many shots. Just keep emptying clips into him; I think I used the P90, the advanced AR, and the shotty. (This one was disappointing; I never managed to beat him in a cover-seeking extended fight, and finishing the section in a few seconds felt a bit cheap.)
The final part is mostly a problem because of ammo, as hinted by the many suggestions of using a chair to ensure continual access to the armory. However, it can be completed with a single load-out. I think I used P90, advanced AR, shotty, and rockets. First I took out the mutant far out to the left with a few AR headshots, then I ran out to attract the attention of several Fat Boys before retreating to the nook in the airlock. The big guys come up the stairs but wait around the corner, occasionally firing rockets for splash. I then bounced at least 3 HE grenades into them, then moved out of cover just far enough to see a gun, into which I dumped shots until it died. Lather, rinse, repeat. Don't let more than 3 guys get there at once, or they'll shove the first guy far enough over to see you. You will use a lot of ammo, but you can take out at least three and have a decent amount of AR ammo left (the HE grenades help a lot since they can hit 2-3 guys at once). After that, take out the invisible mutants at range with the AR, then I suggest rockets at long range for the remaining two big mutants. Keep moving to protect yourself from splash damage, since you'll almost always have something near or behind you. At least one of the invisible mutants drops a rocket launcher, so grab the ammo and saturate the final area once you see/hear them spawn (if you time it perfectly you can nail a cluster as they descend the stairs). I recommend keeping a couple propelled grenades in reserve for when you get there, since a cluster of shield troops usually manages to find cover from your rockets in some corner.
I actually liked the final level, since it provided a definite challenge and forced me to abandon the sniper tactics that had gotten a bit same-y by that point. I actually re-played the lobby after beating it, and it turns out that if you learn their charge pattern and don't mis-place a single shot, you can take out everyone before they get halfway across the room.
