I'd like to burrow into the game's configuration settings, but the appropriate file doesn't seem to exist. Any help here?

Where have you installed the game, where are you looking and what OS are you using? My guess is you are on Vista or above and have installed into Program Files so the config file is being created within your user folder instead of the game folder.
