Someone posted a solution.. that wasn't a solution. I want a patch that will slow my mouse down enough to use properly.

You did not say what solution you tried. Regardless, here is what worked for me:
1) In the game directory, open the file dosbox_fg.conf with notepad.
2) Replace the line "cycles=auto" with "cycles=15500".
3) Save the file, exit notepad, launch the game, enjoy.
Dunno where the number 15500 came from.
