I went into the data, because if memory serves me that's where the save folder should be, no?
All I see are maps, scripts, sound, and text. I saved right after leaving the fault. (Like right after that first movie sequence. I couldn't find them in my documents either.
I am referring to Fallout 1. On vista. (whoops late edit.:P)

This might help your issue.
In Vista, when an old application without admin priviledges tries to write to a folder that it doesn't have permission for (like Program Files) then UAC, in order to allow the program to work, redirects the file to a special folder in your personal directory.

If you do a search, it'll tell you a little bit about it, anyway, I think in your situation you'll want to point falche at the directory that holds your save files.
