Sufyan: Name him Re-roll, because that is what you are going to do in less than 20 minutes playing this boring and utterly useless character. You can't just massively imbalance your stats and pick perks that sound like they increase your close combat potency. Fact is, bruiser makes you WORSE at any kind of fighting as you sacrifice action points for a minimal stat boost, and heavy handed is only good for the first couple of levels when you can't rely on critical damage anyhow.
A melee character without a lot of action points is going to have trouble killing the rats in the vault cave even. Strength isn't even all that important as it is only a part of the equation that produces your actual damage output.

Don't take it personally though, it's just a matter of having a deeper understanding of how the game works. I mean, that is essentially what Sufyan is saying anyway, because in 20 minutes on that char. you will probably understand that you did something wrong, go back and look at the pre-made characters to get an idea of how to make some sort of character, and re-roll. I hope you did this already.
