Some might say Fallout 2's wackier sense of fourth-wall breaking humor makes it a worse game than the original... but that's ignoring the immense scale, brilliant quest design, and a story and atmosphere that transcend the typical cRPG making even the moment-to-moment legwork a joy to play. Starts off slow and difficult (hint: If you can, run away from encounters!) but quickly begins to pay off exponentially. Fallout 2 is a game that deserves to be in a museum, under a 3 foot thick glass case.
