I have just started playing Fallout 1 and I am enjoying it so far. Especially in contrast to Fallout 2, which I played for a few hours but didn't get into it at all.
Anyway, I am having a little problem with the way Fallout 1 seems to handle stealing, or rather the lack thereof. Does it really not bother anybody if you totally clear out their lockers while they are standing next to you? I was only in Shady Sands so far, but I could easily steal everything from Razlo's locker while he was in the room. Moreover I could even trade his own doctor's bag with him for some stimpacks.
Even if technically things don't belong to characters as long as they don't carry them, I don't have a problem with playing my character as if they reacted appropriately to the theft. I am just unsure if the game basically asks me to take what I can, as I might need that, or if it's simply a shortcoming in design. Or if I got it all wrong, anyway :)
