I read that someone said it's the censored european version, but I just met a child in the first town.

It's not the european version.
Fallout 1 from here have the censored version, but that's easily fixable by the Children Patch, that can be found in NMA.
And if you wish to install Restoration mod (not recommended if it's your first time playing), there's a option to include children in the installation options.
