So I'm playing the game (first one) and I'm having a blast with it.
My question is, is there a point to go over 100% with skills? For example, I have 110% Small guns, does that extra 10% do anything? If it doesn't, it would be stupid not to put those points into other skills that are low and pretty essential, like lockpicking.
