All Gamebyro (and Creation Engine) games should always be capped to 60FPS max, to prevent physic and general game instability and incorrect execution of scripts.

Simply capping the framerate doesn't solve the issue entirely though, the game will still suffer from the 64Hz Bug alas causing stutters.

There is a mod for both Fallout 3 and New Vegas which will fix the issue on most systems, you can find the mods linked in the YouTube guides below.

Sound stuttering is my only problem. Everything else works fine. So I made the change to the fallout.ini iFPSClamp=60 just this change, and it didn't fix the issue entirely. I still get sound stuttering, and now everything is sped up. (e.g. All people, including me, move faster and the talk animations are super fast.)

Not sure I need to go so far as installing the stutter remover, but that may be my only hope.

Excellent tip, thank you! I was occasionally getting stuttering, and this fixed it... Smooth as silk everywhere now! :D
The more mods you have the more stuttering. This includes retexture mods as well. There are also seems to be a mod limit as well although not similar to FONV this is a limitation in the Gamebaryo engine as well. Similar to FONV even though FO3 can run 254 mods it does take a toll with stuttering and CTD's.

I also suggest no matter what game you play if you let saves accumulate you NEED to move them (IF possible) either delete them or remove them and move them to a different hard drive. The 255th slot is for the Save files so it essentially acts like a mod somewhat and can cause stuttering if you let more than thousands of saves accumulate.

I had around 8200 saves my last game and tested this out. The less saves present in the save folder (if using a script extender) the more CTD's and stuttering you have. This ONLY fixes part of what is wrong though and you still need the stutter remover for both FO3 and FONV.

Until I found out what that 255th slot is used for I had many troubles but the moving or deleting of saves can save many headaches. Even 700-900 saves is too much to allow in the folder. I would suggest after each game session you move the saves - be careful because NVSE and FOSE will have problems should you install the main game folder to any hard drive other than your primary. I moved saves once for FONV after having installed it on a seperate HD not my primary and went back to load it up but even though nothing physically had changed install wise the game would not run the save states that were left in the folder so do so at your own risk!

I tried this before downloading any script extender or fix. Results were immediate and already noticeable. FO3 seemed to run fine without it but I did it anyway.

Note: You may need to change the file properties and disable "Read Only." It'll ask to confirm to all sub folders (there should only be, like, 4 things in there). Don't worry, you can change it back when you're done.

I set it to 60 and the animations... got faster. I set it to 144 to match my monitor's refresh rate, and it synced up perfectly.

Its June 9 2022 and this worked. Thank you so much this was driving me nuts. However gsync wont work with this game. if the fps clamp is to 0 the game stutters a regular microstutter upon moving. doesent happen when looking around with the mouse tho. I guess im playing with a bit of input lag, but thats better then that crappy frame pacing issue. Thanks
