Just wondering if the GoG version is patched up using unofficial patches that fix issues like the sharpshooter perk?

GOG versions of games don't include any unofficial patches.

While I'm pretty sure GOG Fallout 2 does not contain unofficial patches, some other game do come with them installed (well actually I only know about Warlords Battlecry 3 and Master of Orion 2). Some other make use of individual fan made fixes (Outcast at least). In general however they are not used unless game can't be run or completed without them.

I should add that many GOG users still apply unofficial fixes themselves, for instance for Arcanum. The GOG version should be compatible with such fixes if you don't mind installing them yourself.
