I'm posting about Fallout 2.
I don't remember getting a Perception loss with the use of healing powders when I played this game years ago, but now with each powder I use I lose one point of Perception. Is that a temporary loss of Perception? I hope so, else the healing powders are useless. I can't try using a powder and resting because I'm in a no-rest dungeon.

That's normal, the effect lasts for two days, apparently.
