My first version of fallout that I got, was from my bro, which was on a cd, but had none of the videos and stuff. My character had a high luck factor, and everytime I entered the part of the Hub where apparently a video plays about you and others chasing a guy throguh the sewers or something, and if you have a highluck, you catch him or kill him or something.
ANYWAYS onto the problem. Everytime i entered that part of the Hub, I would end up right infront of the police chief person, and whenever i talked to him, he gave me experience, and I think 1500 bottle caps.
Ofcorase it was nice, having non-stop experience and non-stop bottle caps, but it was annoying cause I couldn't do anything else in that part of the Hub cause whenever i opened a door or something, it would refrech and i'd be back at the captian.
ALSO, is the drug dealer supposed to run out of Drugs? (hehe *Eye twitches*)

I'm pretty sure there was no such video in the game.
I haven't encountered this in my copy of the game. Possibly a glitch caused through a botched rip - it happened with more than a few games AFAIK.The inventories of most traders in the game don't refill. Don't know why.
