Once i download the teamx patch files and the npc mod files for fallout 1 do i have to move the files into the fallout file? I have no idea what i am doing so if someone could give me a step by step it would help me a lot.

Extract the files into the game folder and overwrite the old ones. That goes for both of your downloaded zip files, extract & overwrite the old files.
