Does anyone know if there is a Fallout New Vegas Game or Character Editor? I did look on Nexusmods, but maybe I missed it. Thanks all!

There is an official modding tool called the G.E.C.K. You can download it here: http://geck.bethsoft.com/index.php?title=Main_Page. I believe it works without any problems with the GOG version of the game. Be sure to download the edition for New Vegas.

GoG allready included GECK with Fallout New Vegas.

If you want to change stats and add some perks of your character then all you need is in the game - CONSOLE COMMANDS:

I propose to prepare batch file with commands and then run it from console. Such batch file will be helpful each time you'll start new game.

Just remember - using console can block gaining achievements. Just make some changes, save and then restart the game and there shouldn't be problems with achievements.
