I've been playing Fallout 3, and whilst I do like the Capital Wasteland and find it better than the Mojave (there is just so much more to see and its actually dangerous), the gameplay and character building is a little lacking.

It feels like there are no real choices; you level up really fast, to the point that you can reach level 30 before even doing the main quest, just through missions and exploration.

You can level up your skills really quickly due to the amount of skill points they throw at you, so you don't really have a character build, just a character who can do everything with no weakness. The perks you get compound this issue; you get one every level and most of them give you free skill points and don't really synergize with whatever build you're going for, so rather than specializing in energy weapons or guns you end up using everything.

Even if you don't invest in skills you can still do some work with weapons you're supposed to be "weak" at using. For a good chunk of the game I actually melee'd enemies to death even though my character had low strength with no strength investment.

In terms of itemization weapon selection seems to be limited and power armour is a joke. The Brotherhood was worrying about not piercing enclave armour, and I can kill them fine with 5.56 rounds. That plasma rifle you get from Harkness outperforms most weapons in the game and you can get it early AND still get the wired perk from Zimmer.

Then we have enemies like Reavers who have way too much health that seem to scale with your level while your stats cap out at 100, and you will cap them pretty early for the aforementioned reasons.

Are they gameplay mods that cover all of these issues?
Like, make character builds actually meaningful, allow skills to be over 100 to a certain extent and revamp weapons, armour and enemies to be more reasonable?
