Basically, I am wondering if Fallout Tactics is, in any way, comparable to Japanese SRPGs.

For example, can you meaningfully compare Fallout Tactics to, say, Final Fantasy Tactics? Perhaps we could step back and ask, "Are Fallout Tactics and Final Fantasy Tactics even in the same (game) genre"?

Or would you say Fallout Tactics is as different from Japanese SRPGs as, say, Fallout 3 from Fallout 2?
Fallout:Tactics plays like Fallout 1 and 2 except you have full control over your followers.
In F:T your followers level like your main character except some decissions have already been made (often poorly) like starting stats and tag skills. Some start off at higher level with more poorly made choices. You can also recruit Ghouls, Mutants, Deathclaws and Robots.
You start as rookie at a base and get several quests there until you're ready to head for the next base. (quests aren't randomized and the game is quite lineair) You can still wander around freely looking for random encounters and special encounters

Exactly , i played it a few times , i like Fallout 1+2 better but Fallout Tactics (FOT) is okay and unless some patch changed it it you could change those stats with some tools like cheat engine and maybe it has some build in cheats, i never found them.
tl;dr NO

An unexpected FOT question surely...
I'd expect ppl wondering eg how it relates to the proper FOs and stuff but why would anyone get the idea it could be somehow compared to some J-style gaming is really surprising.

What it plays like? Like Jagged Alliance mostly, sans the quest and strategy parts. And somewhat like X-Com Apocalypse, again only in its tactical part.
That said I've no idea how final fantasy tactics looks feels or plays, so who knows maybe there's something similar but I doubt it.

except they have next to nothing in common gameplay-wise. S.P.E.C.I.A.L. aside.

Yeah Fallout Tactics is way more like Fallout 1 + 2 with a party bar to switch between characters, kind of like Baldur's Gate. And similarly to Baldur's Gate, you can optionally play in real-time pause, or play time honored traditional turn-based using AP.

Other major differences? You can crouch and kneel for an increasing dodge/hit bonus, with an increasing movement penalty. And since FOT revolves more around tactics, it's a bit more bare-bones role-playing wise than Fallout 1 + 2.

Compared to Final Fantasy Tactics or Fire Emblem and the like, no it's not like them at all.

Also it's got R. Lee Ermey.
