This SHOULD work with both Fallout and Tactics, but I've only tried it on Fallout 2, so I can't confirm it.
Download the following file (it can be opened with Winrar): D3DWindower.lzh
Now, extract it to whatever folder you want (I use the Fallout 2 folder), and start the program. Obviously, it's in Japanese, and therefore a little hard to understand, but click the plus sign, and navigate to the Fallout exe, and select it. When that's done, select the game in the list, and press the little computer icon. Fallout/2/Tactics will now start in Windowed mode, allowing you to stay on MSN and stuff!
This should also work for any other Direct X game, at least the older ones.

It's been mentioned on these forums already - for Tactics you just need to add -w in a shortcut target to run in window mode. Sadly it works only in 800x600.

Tried on falloutw.exe and didn't work. Also tried suggestion below with -w extension on falloutw.exe and still ran in full screen mode. Any suggestions? I'm having issues with part of the "screen" rendering offscreen. It's still being drawn as if I do a print screen, I can see everything, but a good 5-10% of the image is hidden in normal fullscreen mode.

I know this program, used it to play X-COM/UFO in windowed mode.
it can get pretty hard to get it to work right, and since i havent bought Fallout from GoG yet, i cant give hte exact way to do it, but remember to pretty the play button to activate it. Play around with it, it usually took me 5-6 tries to get XCOm to work, although that was because i had to launch the game through other patches, and it didnt like that.
