Went in and killed the guards, became over burdened, left to sell off, the datacard that dropped vanished. Went to an earlier saved gave, did the asassination quest, but got no electronic lockpick! Now what?

You can go to Necropolis, if the supermutant is still there he'll capture you and take you inside the base.
You get the electronic lockpicks from the thieves' guild in the Hub if you do their quests without bloodshed.
There's also an electronic lockpick in the cathedral.
