I was getting slaughtered in "The Local Flavor" DLC. No matter the weapon, I was having trouble killing anyone even though I had SETTINGS>GAMEPLAY>DIFFICULTY set to "Easy". I found that going back to this setting and switching it to all of the settings and then back to "Easy" seemed to work. Unfortunately, by the time I discovered this, I had used up way too much ammo. I don't know if this is a bug or not but thought this might help someone else.
