It's a location that never made it into the final release, various patches 'restore' the location to various degrees of 'how the designers wanted it to be'

BarryMC: Yes. You get it from the EPA. Without Killap's Resto Patch, it used to be a random encounter, but now it's located at the EPA. If you need more details, just let me know. I've played with two different versions of Killap's patch, and each has a different way of obtaining the Solar Scorcher, but they are both obtained at the EPA (although the current version of the EPA is drastically different from the first version I played).
